Penny will not text about openings while this is on. They stay on the list; their agreement to texts does not change.
Pick an open time. Everyone you tick gets a text: "an opening just came up on … Reply BOOK to take it — the first reply gets it." The first BOOK is booked automatically and gets a confirmation.
